The Operations Unit manages all types of assistance provided by donor countries through warehouse inventory control and supervision of the materials. The department also works to manage a fleet of vehicles for the preparation of relief operations and to save time, effort and costs, and to facilitate the distribution of aid in the best possible way.

Also, the unit is in the progress of deploying advanced accounting software that networks all warehouses for easy access to reports and information about the material which is quickly made available on the Internet. It should also be noted that the Asian Clearing Union currently has the following warehouses:

  • Sarmada – 6900 square meters
  • Izaz – 1730 square meters
  • Yabroud – 700 square meters
  • Rayhanli – 11,400 square meters

At this time, the Operations Unit is working on establishing warehouses in the Lattakia suburbs and Ras Al Ain.

Information Management Unit of the ACU is responsible for collecting information, data analysis and the preparation of reports for distribution to humanitarian and non-humanitarian stakeholders. This information is used to coordinate and direct the flow of aid to families inside Syria.

The Information Management Unit uses a network of ACU staff in Syria to gather information that is difficult for other organizations to access. This information is used to prioritize needs, identify the gaps, and direct the flow of resources in an effective manner as well as ensure that assistance is provided to the neediest families.

The Information Management Unit produces studies and surveys to stakeholders so that they may understand the humanitarian needs on the ground in Syria. Some of those reports are:

  • Joint Rapid Assessment of Northern Syria (JRANS) – a comprehensive picture of the humanitarian needs in the northern provinces of Syria.
  • Assessment of Camp Conditions – a detailed survey of 11 camps for internally displaced persons in Syria, analysis of priority needs, the deficits, and implications
  • Assessment of Damage to the City of Aleppo – a snapshot of the damaged infrastructure of Aleppo.

The Information Management Unit works with a wide range of actors in Syria to gather information, analyze it, and leverage it to provide assistance to families in an effective and fast manner. Specifically, the unit maintains close ties with local non-governmental organizations and international organizations, local administrative councils, local administrative units of the Coalition, and other groups to gather information and monitor the activities of humanitarian programs in the field.

At present the Unit has expanded to include information management of all areas in Syria, including the southern provinces in both liberated areas and areas under the control of the regime. The expansion process will enable the unit to work in a broader geographic scope and focus on a wider range of sectors. In the end humanitarian organizations and non-humanitarian organizations across Syria will be able to obtain the information required to better help needy families. The Information Management Unit team consists of more than 200 people, most of who are in Syria, and are working to gather information to continually provide a real-time picture of the needs in the country.

The Humanitarian Assistance Unit of the ACU is responsible for delivery of humanitarian aid to families despite their ethnicity, politics, or sectarian grouping. The ACU coordinates the delivery of assistance through donors of humanitarian assistance – local and international NGOs as well as Local Coordination Councils. The Humanitarian Assistance Unit delivers assistance to those in need with the goal of providing the greatest benefit with the limited resources.

This unit partners with Information Management Unit personnel in the field and with relief organizations to produce a clear “Relief Map” that pinpoints geographical regions and their most urgent needs. The Humanitarian Assistance Unit coordinates its efforts with a large group of humanitarian relief organizations in order to reach the needs of more than a million Syrian citizens.

The Humanitarian Assistance Unit is made up of 3 parts:

  1. Cross border/cross line Operations Team – the operational arm of the Humanitarian Assistance Unit responsible for delivering aid directly to beneficiaries. It works to facilitate the entrance of assistance from organizations and countries stored in storage facilities throughout Syria with a goal of covering the areas most in need of assistance.
  2. Health Team – provides support to ensure the continuation of operations in primary health care facilities and the provision of adequate stocks of medicine to meet the needs of citizens. The team also coordinates with active medical providers on the ground to establish an epidemiological surveillance system, which enables the early identification of diseases such as measles, typhoid or cholera and allows for a rapid response to reduce the risk of spread.
  3. Camps Team – manages camps, refugees, and those residing in those camps to fulfill their basic needs and maintain acceptable living conditions. The team recently conducted a complete overhaul of 12 refugee camps inside Syria.

This Department works to enhance the relationship between the ACU and international donors, both governments and non-governmental organizations, by establishing a clear working relationship with donors. The Department also works to ensure the transparency and credibility of the ACU through presentation of reports and progress updates.

One of the important tasks of this department is creating project proposal in accordance with the protocols of international organizations to ensure that these projects are approved by these organizations. This department has strengthened relationships between the ACU and representatives of donor nations. It submits projects proposed by activists in Syria to donor nations following review of their proposals by in-house experts in order to maximize the chances of funding.

The Management Unit has eight departments: Information Technology, Legal, Human Resources, Accounting and Finance, Auditing, Purchasing, Security, and Translation. The ACU uses its limited administrative resources to focus on the Accounting and Finance, and Human Resources departments.

The Accounting and Finance Department aims to guarantee transparency in order to enhance the ACU’s credibility with charitable parties. The Human Resources department aims to expand the work of the ACU by employing loyal and qualified individuals. With growth and increased support the ACU will develop other departments accordingly.

Accounting and Finance is responsible for the management of financial resources that have been granted to the ACU for the coordination of humanitarian relief in Syria. The department follows the principles of the Assistance Coordination Unit which advocates for transparent and collective work with all parties involved. The department documents all financial transactions and manages the payroll, assets of the Assistance Coordination Unit, the petty cash fund, and other accounting tasks.

The Department also provides a proposal for an overall budget and works with donors to develop targeted budgets that address the specific needs of Syrian citizens. Donors are provided with periodic financial reports, to strengthen the confidence of these parties and to reflect a positive image of the Syrian Coalition.

The process of preparing the budget and the developing accounting systems is of the utmost importance. The ACU is now in the process of preparing its largest yet financial report, strengthening fiscal policy, transitioning to a phase where more financial reports are available, and beginning third-party auditing of accounts. The leadership aims to adopt the best practices in the field of accounting and finance to ensure long-term growth and sustainability.

The main functions of the Human Resources Department are hiring new staff and establishing policies and standards critical to the growth and development of the ACU.

Other important tasks of the Human Resources Department are:

  • Establishing an organizational structure which supports the ACU’s mission
  • Writing job descriptions for each position
  • Writing contracts for all employees according to local labor law
  • Training staff to improve their effectiveness
  • Follow-up on initial performance reviews with immediate supervisors

Over the past year, the Human Resources Department has produced a framework to support the strategic development of the ACU over the coming months and years. At this time the Department is working on the following issues:

  • Filling vacancies
  • Completing the first version of the staff directory
  • Creating a draft for the terms of reference and job descriptions of each job in coordination with department heads
  • Coordinating the training of new staff
  • Creating an orientation process for new staff to be welcomed and trained by experienced staff
  • Providing appropriate wages and salaries to staff

The main goal over the next three months is proactively securing staff because there is an urgent need to fill vacant positions in the organizational structure. The Department also provides support to hiring by the heads of departments on an as needed basis. The goal of the human resources department is to guarantee smooth operation of the ACU, coordinating support, and ensuring a healthy work environment for all employees.

  • As the situation develops in the country, the Assistance Coordination Unit is positioned to expand services and further develop the Coalition’s credibility and presence inside Syria at the same time. With its focus on increasing targeted assistance to families in need, the ACU has delivered assistance to more than 4,000,000 Syrian citizens. The ACU hopes to help millions more.
