Rights Group Says 171 Civilians Killed Across Syria in October 2019, Including 27 Under Torture

The Syrian Network for Human Rights (SNHR) said that at least 171 civilians, including 28 children and 18 women were killed across Syria in October 2019. The figure brought to 2,853 the number of people who have been killed across Syrian since the beginning of 2019.

In a report released on Friday, the monitoring group said that 52 civilians, including eight children and five women, were killed at the hands of Assad Regime forces, while three civilians, including one woman, were killed at the hands of Russian forces, and three civilians were killed at the hands of ISIS, and two others were killed at the hands of Hay’at Tahrir al-Sham.

The report added that 30 civilians, including six children and two women, were killed at the hands of the PYD militia. The report also documents 81 civilians, including 14 children and 10 women, killed at the hands of other parties.

According to the report, at least 27 persons died due to torture in October, all at the hands of the Assad regime forces. The figure brought to 261 the number of people killed under torture since the beginning of 2019.

The report also documents one massacres in October committed by the Assad regime forces in Idlib province. The figure brought to 84 the number of massacres the Network has recorded since the beginning of 2019. The Network also said that the victims included two media workers, without identifying the party responsible.

The report indicated that the Assad regime violated international humanitarian law and customary law as well as all UN Security Council resolutions, particularly resolution 2139, resolution 2042, and resolution 2254.

The Network called on the UN Security Council to take additional steps following its adoption of Resolution 2254, stressing the importance of referring Syria to the International Criminal Court, adding that all those responsible should be held accountable, including the Russian regime whose involvement in war crimes has been repeatedly proven.
