The Syrian Jurists Commission issued a legal memorandum on the Assad regime’s continued expropriation of the property of Syrian civilians, adding that the move aims to complemente the crime of forced displacement and demographic change so as to enable the Iranian and Russian companies to carry out their projects in Syria.
The Commission said that the regime is carrying on with its plan to expropriate the movable and immovable assets of Syrian civilians in its banks and real estate records. It pointed out that the regime is stripping Syrians of the rights to usufruct, lease and farming and granting them instead to its loyalist militants as a reward for their crimes against the Syrian people.
According to the memorandum, the Baath Party Branch in Souran sent a notice to the leadership of Kawkab Branch that is based on a decision No 264 which was issued by Branch of the Baath Party in Hama August 28, 2019 to confiscate the agricultural and non-agricultural lands belonging to those who revolted Assad regime on the pretext that they are terrorists.
The Commission stressed that the dispossession of these assets and rewarding it to loyalist militants will create lasting enmities and a desire for revenge, which will perpetuate war and fighting among the local communities.
The Commission called for preventing the regime, Iran and Russia from continuing to expropriate Syrians of their real estate property, stressing the need to consider as null and void all decisions and laws regarding the confiscation of Syrians’ property.
The Assad regime had begun to expropriate Syrians of their movable and immovable property through Law No. 10 of 2018, which affected the property of Syrians registered in real estate records. (Source: Syrian National Coalition’s Media Department)
