A total of 114 vital civilian facilities and civilian structures across Syria were targeted by attacks during March 2017, a rights group said.
In a report released on Friday, the Syrian Network for Human Rights (SNHR) said that the Assad regime and its allies were responsible for the overwhelming majority of the attacks. Regime forces were responsible for 47 attacks, while Russian forces were responsible for 39 more.
According to the report, the ISIS extremist group was responsible for three attacks, while militias of the Democratic Union Party (PYD) were responsible for two. Three more attacks were carried out by groups the monitoring group said were untraceable.
The Network listed 20 attacks it said were carried out by forces of the international anti-ISIS coalition, accusing these forces of committing dozens of massacres, mostly in the provinces of Deir Ezzor and Raqqa.
According to the report, most of the attacks targeted vital civilian structures, with 41 civilian structures targeted by the attacks in March 2017. Other civilian structures affected by the attacks included 24 educational facilities, 17 houses of worship, 16 medical centers, 8 residential blocks, and 2 IDPs camps.
The Network stressed that the indiscriminate targeting of vital civilian targets violates international humanitarian law and amounts to a “war crime.”
The Network called on the UN Security Council to force the Assad regime to abide by UN Security Council Resolution 2139 and to condemn the targeting of civilian structures. It stressed the need to impose a full arms embargo on the Assad regime and to stop supporting groups that do not abide by international humanitarian law.
