The Syrian Opposition Coalition (SOC) expresses its profound gratitude to the donor countries that have pledged to continue supporting Syrians both within Syria and in refugee-hosting countries. This commitment was made during the eighth Brussels Conference, which was held on May 27. The Coalition also emphasizes the necessity of distributing aid fairly across Syrian regions, taking into account documented studies that prove systemic corruption in the management of aid delivered to areas controlled by the Assad regime. This necessitates the establishment of a mechanism to prevent aid from reaching militias collaborating with the Assad regime in killing Syrians.
The SOC hopes that this aid will reach its rightful beneficiaries and that donor countries will honor their commitments. This is especially critical as the pledged amounts have decreased compared to previous years and are far from meeting the actual scale of humanitarian needs. Furthermore, the fulfillment rate of these commitments in previous years was minimal, exacerbating the humanitarian suffering in northwestern Syria in terms of food, health, and education. This situation has led to the closure of several health centers and hospitals that provided life-saving care to millions of Syrians living below the poverty line.
The SOC affirms that the fundamental solution to the humanitarian tragedies caused by the Assad regime in various Syrian regions lies in finding effective means to implement the sustainable political solution outlined in United Nations Security Council resolutions, particularly Resolutions 2254 (2015) and 2118 (2013). The primary causes of the humanitarian crisis in Syria are political, and instability in Syria and the region will persist unless the Syrian political issue is addressed decisively and justly.
