Political Activity:
Khalil joined the Kurdish Democratic Progressive Party in Syria in 1995. He was in charge of organizing the students in Al-Hasakah city. He is a founding member of the Reform Movement in Syria. He is currently a member of the political committee of the Reform Movement – Syria.

He is a representative of the Reform Movement of the Kurdish National Council and has held several positions in the Council.

He is also member of the executive board of the Kurdish National Council.

Khalil served as head of the Kurdish National Council-affiliated local council in the town of Kerklike in the governorate of Al-Hasakah.

He is currently a representative of the Kurdish National Council in the Syrian Coalition and a member of the political committee.

He was elected as a member of the Syrian Negotiations Commission in the Riyadh 2 Conference and served as general coordinator of the Coalition with the Kurdish component.

He enrolled on many courses in the areas of negotiation and media that were offered by international organizations, including The Carter Center, the Norwegian Organization, the National Democratic Institute for International Affairs, and The Netherlands Institute of International Relations Clingendael among many others.

Khalil is founder of the Civil Peace Council in the town of Kerklike and co-founder of the Council in Qamishli and Amouda.

He was an outspoken opponent of the Assad regime and was detained for his political activity during the Kurdish uprising that erupted on March 12, 2004. During his detention in the Military Intelligence Branch (Palestine Branch), Khalil was subjected to the most severe methods of psychological and physical torture.

He was one of the participants in the national conference of the opposition forces that was held at the Semiramis Hotel in Damascus to find a solution to the crisis; end the tyranny of the Assad regime; and achieve the goals of the revolution.

Khalil is married with two children.

Preserving independence and national sovereignty and maintaining the Syrian people's unity within the same Syrian soil is one of the critical pillars of the Syrian Coalition. The Coalition aims to overthrow the Assad regime along with all its symbols and pillars. It also aims to dismantle its security apparatus and hold accountable those involved in crimes against Syrians. In addition, it seeks to achieve a transition to a pluralistic, democratic and civil Syria.
