The Syrian Coalition stresses the need to abide by UN Security Council resolution 2165 (2014) with all of its provisions, particularly with regard to delivering humanitarian aid to the rebel-held areas without the consent of the Assad regime. The Syrian Coalition also stresses the need for expediting the introduction of aid through the border crossings under the control of the Free Syrian Army and rebel groups.
Therefore, requests by the UN special envoy Staffan de Mistura for the regime’s approval to go ahead with the delivery of aid contravenes the UN Security Council resolutions on Syria and renders the cessation of hostilities agreement meaningless.
It is imperative that Russia and the Assad regime withdraw all military forces from the Castello Road which must be put under the management of the United Nations to ensure urgent delivery of aid to Aleppo and other besieged areas across Syria without any discrimination. This will allow the UN to report any possible obstruction of aid deliveries by regime forces and record violations of the CoH agreement.
The Syrian Coalition underscores the need to put an end to the mass forced displacement regime forces are still carrying out in the besieged areas despite agreeing to the CoH agreement. The Assad regime seeks to force residents of Alwaer district in Homs and the Muadamiya suburb of Damascus out of their homes under the threat of total annihilation. Regime forces have already ordered residents to leave or they would bomb these two districts. This policy represents a blatant violation of the CoH agreement and risks undermining efforts aimed at the establishment of an appropriate environment conducive to the resumption of negotiations.
