In a report entitled “Waiting for the Second Ghouta Attack,” the Syrian Network for Human Rights (SNHR) said it had recorded 87 violations of the UN Security Council Resolution No. 2118 by the Assad regime, 59 of which occurred in 2014, and 28 in 2015. It also reported 15 violations of UN resolution 2209 by the Assad regime, though the UN Security Council threatened imposing measures under Chapter VII in the event of the use of chemical weapons.
SNHR said these chemical attacks by the Assad regime have killed 59 people since the UN Security Council’s adoption of resolution 2118 on September 27, 2013, in addition to 1,480 people who were injured. It confirmed that all the attacks targeted rebel-held areas.
Vice-President of the Syrian Coalition Nagham al-Ghadiri said that “the Assad regimes’ persistence in using chemical weapons against civilians is due to the UN Security Council’s failure to take deterrent action against the Assad regime. Assad’s repeated chemical weapons attacks make it imperative for the international community to impose a no-fly zone and establish safe havens in Syria to provide protection for civilians.”
She stresses that “the UN Security Council must take all necessary measures that ensures the enforcement of the resolution No. 2209, which rules that chlorine gas is toxic and a chemical weapon, and that using it militarily represents a gross violation of international law and a flagrant violation of Resolution 2118.” (Source: Syrian Coalition)
