The Vice President of the Syrian Opposition Coalition (SOC), Dima Moussa, has voiced concerns about linking the delivery of humanitarian aid to northern Syria with the approval of the Assad regime. Moussa emphasized that this connection places the fate and lives of Syrian civilians in the hands of a regime responsible for their displacement, including those subjected to siege, starvation, and bombings, along with other violations.
Moussa criticized the United Nations for providing the Assad regime with an additional tool for obstruction by tying the decision to bring humanitarian aid to the regime’s approval. She stressed that this approach enables the Assad regime to further impede the political process and the essential political solution required to alleviate the Syrian people’s suffering. Waiting for the regime’s approval, according to Moussa, amounts to ignoring the crimes committed by the Assad regime over the past 12 years, including the use of siege and starvation as weapons against civilians—validated by numerous reports from independent international investigative bodies.
Regarding the UN Security Council resolution on the cross-border introduction of aid, Moussa highlighted its significance as a mechanism to deliver humanitarian aid to millions of Syrians in need. However, she lamented the Security Council’s failure to renew the resolution in July, following Russia’s veto, leading to the cessation of UN aid without alternative international mechanisms that do not require the regime’s approval.
