Monitoring Group Records 136 Attacks on Vital Centers In Syria During January

The Syrian Network for Human Rights (SNHR) said that it had recorded no fewer than 136 attacks on vital civilian centers across Syria in January, noting that regime forces and the Assad regime-Russian alliance were on top of the list of the parties to the conflict responsible for these attacks.

According to a report the monitoring group released on Friday, 54 attacks were carried out by regime forces, 53 by the Russian forces, one attack by each of the ISIS extremist group and Hay’at Tahrir al-Shaam militant group, and three attacks by militias of the Democratic Union Party (PYD).

The Network said that the centers that came under attack in January included 34 infrastructure facilities, 30 medical centers, 24 educational centers, 25 religious centers, 14 residential blocks, six IDPs camps, two cultural centers, and one special civilian object.

The report said that forces of the Assad regime-Russian-Iranian alliance violated UN Security Council resolutions 2139 and 2254 through indiscriminate shelling as well as Articles 52, 53, 54, 55 and 56 of Annex I to Protocol I of the Geneva Convention and Rules 7-10 of the Customary International Humanitarian Law.

In a separate report issued on Wednesday, the Network said it had recorded no fewer than 64 attacks by the Assad regime and Russian forces on vital civilian centers in eastern Ghouta in the period between November 14, 2017 and February 6, 2018.

Activists in Idlib province on Tuesday said that the towns and villages in rural Idlib have been left without operational health centers and hospitals as a result of the ongoing bombing campaign by the Assad regime and Russian air forces.

Idlib News Network said the Assad regime and Russian airstrikes targeted at least 15 health facilities in rural Idlib in the period between January 15 and February 5.

The Network called on the UN Security Council to take additional measures to resolutions 2139 and 2254 as it stressed the need to refer the situation in Syria to the International Criminal Court so that all perpetrators of such attacks, including the Russian side, are held accountable after it had been found guilty of war crimes in Syria.
