Rights Group: 1,497 Civilians Killed by Assad & Allies in 2019, Among them 371 Children & 224 Women

The Syrian Network for Human Rights (SNHR) monitoring group said that it compiled a list of the names of at least 3,364 civilians who were killed across Syrian in 2019, including 842 children and 486 women.

In its annual report titled “A Destroyed State and Displaced People” which was issued on Thursday, the Network indicated that the Assad regime forces killed 1,497 civilians, including 371 children and 224 women, while the Russian forces killed 452 civilians, including 112 children and 71 women. The ISIS extremist group killed 94 civilians, including 11 children and seven women, while other hardline groups killed 49 civilians, 45 of whom were killed by Hay’at Tahrir Al-Sham.

The report indicated that the PYD militia was responsible for the death of 164 civilians, including 50 children, and 15 women in the reporting period. The international anti-ISIS coalition forces killed 68 civilians, including 20 children and 17 women. Militant groups killed 21 civilians, including eight children and a woman, while, 1,019 civilians, including 264 children and 149 women, were killed in attacks that the Network said were untraceable.

The monitoring group said that the Assad regime forces committed 43 massacres, while the Russian forces committed 22 massacres. It also said that the PYD militia committed six massacres, while the international ant-ISIS coalition forces committed three others.

The victims included 13 media workers, more than half of whom were killed in attacks by the Assad regime and Russian forces. The Network also said that the death toll included 26 medical workers who were killed in 98 attacks on healthcare facilities. It said that the Assad regime and Russian forces were responsible for the death of 20 medical workers who were killed in at least 82 attacks on medical facilities.

Furthermore, the deaths included 305 people who were killed under torture, including 275 who were killed while in the custody of the Assad regime. Haya’at Tahrir al-Sham is responsible for the death of four people under torture, while the PYD militia is responsible for the death of 13 others. The report indicated that 13 more people were killed under torture in 2019 by unidentified groups.

According to the report, the Assad regime used chemical weapons in an attack on rural Latakia. The Network said that it had recorded no fewer than 56 attacks involving the use of cluster munitions, 52 of which were carried out by regime forces, while Russian forces carried out four others.

The Network called on the UN Security Council to take further measures pursuant to the issuance of UN Resolution 2254 which demanded an immediate end to attacks on civilians and civilian objects. The Network also called for referring Syria to the International Criminal Court and holding all those involved in atrocities to account, including the Russian regime which was found involved in war crimes.
