The Syrian Network for Human Rights (SNHR) issued a report on the victims it recorded in Syria in September, indicating that violations and crimes by the Assad regime and its backers against civilians continued unabated. It called on the United Nations to establish a Transitional Governing Body (TGB) in accordance with resolution UN Security Council 2254.
The Network said that at least 118 civilians, including a medical worker, were killed in Syria in September. It pointed out that the Assad regime was responsible for the deaths of 44 civilians, including four children and three women while one civilian was killed in attacks by the Russian forces.
According to the report, Hay’at Tahrir al-Sham killed two civilians while the PYD militia killed six others, including a child. The other civilians, including one child, were killed in attacks that the rights group said were untraceable.
The Network said that it recorded the deaths of 22 people under torture, 21 of whom were killed while in the custody of the Assad regime. It added that two massacres took place in September.
The monitoring group pointed out that the Assad regime violated the international humanitarian law, the customary international law, and all UN Security Council resolutions, especially resolutions 2139, 2042 and 2254. It pointed out that these crimes remain unpunished.
The Network called on the UN envoy to Syria Geir Pedersen to condemn the perpetrators of crimes and massacres and those responsible for the sabotage of the ‘de-escalation zones’ agreement. It stressed the importance of adhering to the sequence of the peace process and the establishment of the TGB.
Moreover, the Network called on the UN Security Council to take further action pursuant to UN resolution 2254 as it stressed the need to refer Syria to the International Criminal Court and hold all those involved in crimes accountable, including the Russian regime after it was found involved in war crimes.
