Rights Group Says 587 Attacks Targeted Vital Civilian Centers in Syria in 2018, Mostly by Assad Regime & Russia

The Syrian Network for Human Rights (SNHR) said that it had recorded no fewer than 587 attacks on vital civilian centers across Syria in 2018, 73 percent of which were carried out by the Assad regime and Russian forces.

In a new report issued on Tuesday, the monitoring group said that 68 percent of these attacks targeted healthcare centers, schools, mosques and public markets. It noted that it had recorded 31 attacks in December of 2018.

The report indicated that the Assad regime forces were responsible for 292 attacks while the Russian forces were responsible for 131 others.

The Network went on to say that the international anti-ISIS coalition forces were responsible for 21 attacks in 2018, while the PYD militias were responsible for 10 others. Six attacks were carried out by ISIS, five by Hay’at Tahrir al-Sham, seven by militant groups, and 115 attacks by other parties.

According to the report, the attacks targeted 139 infrastructure facilities, 132 medical centers, 121 religious centers, 115 educational facilities, 50 residential blocks, 17 IDPs camps, nine special humanitarian objects, and four cultural centers.

In a separate report issued on Monday, the Network said that the Assad regime’s air force dropped no fewer than 3,601 barrel bombs on the opposition-held areas in 2018, the majority of which hit eastern Ghouta in rural Damascus in February.

The Syrian Coalition said that these figures make it imperative that the international community shoulder its responsibilities to hold the Assad regime accountable for the widespread crimes it is committing against civilians in the opposition-held areas.

The Network called on the UN Security Council to take additional measures pursuant to resolutions 2139 and 2254, stressing the need to refer Syria to the International Criminal Court and to hold all those involved to account, including the Russian regime, for war crimes in Syria.
