The Syrian National Army’s (SNA) Department of Morale and Ethics on Sunday issued a code of ethics to prevent possible abuses and ensure respect for human rights during conflict.
The code emphasized the effective, swift provision of security and public safety for all Syrian citizens without exception. It also emphasized the need to act with respect and seriousness as well as abide by the highest standards of behavioral, professional, functional, social and ethical discipline.
The code outlined SNA’s goals and rules governing its work and conduct and the rules governing the work of the security forces. The code explained the conduct and professional duty of the SNA elements as well as the basic principles in the treatment of prisoners of war and the dealing with public property.
The code contained three sections, the first of which is focused on the SNA’s goals, vision and values. The second section included the rules governing the behavior and work of members of the security forces, while the third section contained the rules governing the behavior and work of the SNA.
Moreover, the code outlined the work and behavior of security forces with regards to the patrolling, setting up checkpoints, detention, dealing with detainees, and the use of firearms.
The Department pointed to the need to respect the code of ethics and abide by its terms as well as prevent any violation of its provisions. It also stressed the need to address violations when they occur and to inform the concerned heads and authorities when violations take place.
The 14-page code urged the SNA’s leadership to treat prisoners of war in accordance with the principles of international law and the relevant norms and conventions, most notably the Third Geneva Convention of 1949. (Source: Syrian National Coalition’s Media Department)
