General Assembly
February 24, 2024
The General Assembly of the Syrian Opposition Coalition (SOC) convened its 70th session in the Aleppo countryside on February 24th. Commencing with observing a minute of silence in honor of the innocent victims in Syria and Gaza, the Assembly was marked by significant discussions and resolutions addressing critical issues facing the Syrian people.
Led by SOC President Hadi Al-Bahra, the session commenced with a comprehensive political briefing and the presentation of key work reports, including insights from the SOC’s presidency, representatives, and the General Secretariat.
The presidential body of the SOC underscored the pivotal role of past revolutionary and opposition efforts in keeping the Syrian cause alive in both regional and international arenas. Emphasizing ongoing endeavors, they reiterated the importance of fostering increased international engagement to advance progress in the political process, aligning with UN resolutions, towards a comprehensive transition in Syria.
Central to the discussions was the imperative of achieving justice in Syria, emphasizing accountability for perpetrators of crimes against humanity and war crimes. Deemed indispensable for any sustainable political solution, the assembly stressed alignment with UN Security Council Resolutions 2118 (2013) and 2254 (2015).
The assembly condemned any normalization efforts with the Assad regime, recognizing such actions as prolonging the suffering of Syrian civilians. Special recognition was extended to the efforts of Syrian communities abroad, particularly in the United States, alongside European and other international supporters who reaffirmed their commitment to the political process outlined in UN Resolution 2254.
In addressing the humanitarian crisis, attendees highlighted the plight of detainees and forcibly disappeared individuals, urging concerted international pressure on the Assad regime’s allies for their release and the disclosure of their whereabouts.
Discussion also centered on the ongoing challenges faced by displaced Syrians, exacerbated by the Assad regime’s actions and international inaction. Efforts to support Syrian refugees in host countries, notably Lebanon, were acknowledged, with emphasis placed on alleviating their plight and addressing violations they endure.
Key briefings were provided by President of the Syrian Negotiations Commission, Badr Jamous, highlighting recent political developments and efforts to elevate the urgency of the Syrian crisis on the global stage.
Furthermore, the assembly reviewed reports from the Syrian Interim Government, noting efforts to enhance essential services and advance projects such as the construction of a university hospital in northern Syria. Acknowledgment was also given to ministries, particularly Defense, Interior, and Justice, for their contributions to achieving security and stability.
Attendees emphasized the need to bolster the SOC’s legitimacy in liberated areas, underscoring collaboration with active stakeholders and specialized working groups. Plans to address resident and displaced population challenges were discussed, reaffirming the SOC’s commitment to serving the Syrian people.
Addressing economic concerns, the assembly stressed support for local production, investment, and the utilization of liberated area resources to improve citizen livelihoods. Positive impacts of initiatives like the Syria Recovery Trust Fund in supporting food security and local services were recognized.
The assembly condemned the ongoing regime attacks on northern Syria, including the use of suicide drones against civilians, urging the United Nations and Security Council members to prioritize a comprehensive ceasefire.
Concluding the session, attendees reiterated support for the peaceful movement in Suwayda and expressed pride in the resilience of the Syrian people. Upholding the values of justice, democracy, and equal citizenship, the SOC reaffirmed its unwavering commitment to the principles and goals of the Syrian revolution.
May mercy and honor be bestowed upon the fallen heroes.
May freedom be granted to detainees and forcibly disappeared persons.
May refugees and displaced persons return safely and voluntarily.
May victory shine upon our resilient people.
