A report released by the Syrian Network for Human Rights and titled “The Weapon of Oil in Syria” said that ISIS controls most of the oil fields in Syria, which facilitates the financing of its military operations aimed at extending its control over more territory. The report pointed out that the bulk of the oil revenues in Syria were not included in the state budget, but was embezzled by the Assad regime. ISIS controls nine oil fields in the province of Deir Ezzor, most notably Al Omar and Al Tanak oil fields, as well as the oil fields in Al Hasakah province, especially in Al Shaddadi, Al Jibsi and Al Houl. In southern rural Al Hasaka. ISIS also controls some small oil fields in Raqqa province, while the Kurdish YPG forces control the oil fields of Rmeilan in north-eastern Syria, estimated at approximately 1,322 wells.
