850,000 Euros Allocated for “Local Fund for Rehabilitation and Reconstruction of Syria” An Italian delegation met with Suhair al-Atassi, Head of the Assistance Coordination Unit (ACU), during a meeting at the ACU office in Gaziantep in which they agreed to allocate 850,000 euros “to fund local rehabilitation and reconstruction of Syria.” This came in an effort to support the ACU’s projects aimed at creating stability inside Syria, which are carried out by the local councils of administration in the Syrian provinces. The meeting also resulted in agreements on mechanisms for adopting a number of proposed projects, along with determining the focus of projects at the rehabilitation phase that relate to health, agricultural and rural development, management and civil protection, and the restoration of basic services. The ACU has identified pivotal foundations and general principles of projects as well as their objectives in order to ensure the proper implementation and achieve maximum benefits that would best serve the objectives of the Syrian people. Regime shelling kill 6 in Homs, FSA repel regime forces in Al Amiriyah The Free Syrian Army repelled regime forces that were trying, backed by tanks, to break into the village of Amiriyah in rural Homs. Meanwhile, regime forces shelled the neighborhood of Karam al-Shami today in Homs with mortar rounds, killing six people and injuring dozens of civilians in addition to inflicting material damage. Also, regime forces shelled the towns of Krak des Chevaliers and Al Hula with heavy artillery, with reports of civilian casualties and material damage. FSA advance on a regime stronghold in Al Raqqa The FSA captured the training center and the gas station in Division 17 in near the city of Al Raqqa, and part of the officers’ headquarters, besides attacking the Division with mortar shells and inflicting losses on regime troops. Italy and France: Formation of Transitional Governing Body Is the Goal of Geneva II Italian Prime Minister, Enrico Letta, and French President, Francois Hollande, stressed that Geneva II should aim towards reaching an agreement on the formation of a transitional governing body with full executive powers, including the armed forces and the security apparatuses, in order to gain control over the situation in Syria. The two officials expressed support for efforts to hold the conference. The Syrian National Coalition had earlier agreed to attend Geneva II provided that Assad step down and that the focus of the conference would be the formation of a transitional governing body with full powers and the exclusion of the Assad regime from any role in the transitional phase. Britain Confirm Adoption of London 11 Communique Britain also stressed the need for the adoption of the London 11 Communique and the exclusion of Assad in the transitional phase. British Foreign Secretary William Hague explained that the vision of his government towards the solution in Syria is identical to the London 11 Communique, which asserted that there is no role for Bashar al-Assad in the transitional phase. This came during talks held yesterday in Istanbul with the leaders of the Syrian National Coalition and the Free Syrian Army regarding the most recent political developments, especially in regards to Geneva II which aims to establish peace in Syria, as well as the current field situation inside Syria. According to Luay al-Miqdad, the political and media coordinator of the Free Syrian Army, Hague stressed “the need for the ‘opposition’s’ participation at the conference in order to not give the world the impression that they are unwilling to work towards a solution.” Miqdad added that Hague expressed his wish to “be open to a solution and united in our vision.” (Source: Al Sharq Al Awsat + Syrian Coalition)
Paris: Iran Less Insistent That Assad Remain in Power French diplomats said that the Iranians are less insistent that Assad remain in power than the Russians, pointing out that we must take advantage of the pressure being put on the Assad regime as well as developments of the Russian and Iranian positions. The French diplomats added that “the Iranians seem more pragmatic than the Russians at this stage, if they see a solution that safeguards their interests, they will be willing to adjust their position.” They also added that “the best result we could see from the American-Russian meeting in Geneva next Monday with the joint UN and Arab envoy Lakhdar Brahimi would be setting a date for Geneva II and an agreement on the list of those invited to participate in it.” They stressed that “setting a date itself is crucial since it means that almost all obstacles to holding the peace conference have been effectively dealt with, foremost being an agreement on the goal of the transfer of power.” (Source: Al Hayat + Syrian Coalition)
