Member of the Syrian Coalition and the opposition’s High Negotiations Committee (HNC) George Sabra said that the HNC’s delegation would return to negotiations only after the formation of monitoring committees to hold violations of the truce to account.
Sabra also said that negotiations cannot be restarted unless all humanitarian demands are fully met, namely through the implementation of Articles 12, 13 and 14 of UN Security Council resolution 2254.
Sabra stressed the need for establishing a clear agenda and a strict timetable for political transition that have at their core the formation of a transitional governing body with full powers.
Sabra added that the HNC explained in detail the facts on the ground in Syria to the conferees at the latest meeting of the Friends of the Syrian People Group in Paris. He said that the HNC made it clear that statements and resolutions are no longer enough, and that concrete measures are needed on the ground to ensure the truce is not breached.
