Syrian Coalition Presses for an Emergency UNGA Session on Syria

The Syrian Coalition presented a detailed proposal to representatives of the Friends of the Syrian People group pushing for the adoption of a draft resolution by the UN General Assembly on Syria. The move is aimed at pressing the UN General Assembly to take action under the UN “Uniting for Peace” resolution to reach a ceasefire and put an end to the tragedy unfolding in Syria.

The proposal was presented during a meeting of the Coalition’s political committee with representatives of the Friends of the Syrian people group in Istanbul on Thursday.

The Syrian Coalition, as the sole legitimate representative of the Syrian people under the UN General Assembly Resolution No. 267/67 issued on May 15, 2013, will call on the UN General Assembly to hold an emergency session to discuss the humanitarian situation in Aleppo and other Syrian cities and towns.

The Coalition’s proposal will press for the adoption of a resolution in the UN General Assembly that meets the legitimate aspirations of the Syrian people; achieves their demands for freedom and justice; ensures political transition; puts an end to the ongoing suffering of the Syrian people; ensures the lifting of the blockades on the besieged areas; and allows the delivery of urgent humanitarian aid to civilians in need across Syria.

The proposal will also call for the adoption of a resolution in the UN General Assembly to establish a special international tribunal to try perpetrators of war crimes, led by the Assad regime, its allies, Russia, the Iranian-backed foreign militias and to ensure they do not escape punishment for the crimes they are committing against the Syrian people. Moreover, the proposal will call for an investigation into war crimes and crimes against humanity committed by the Assad regime and its allies in Syria.

The Coalition’s proposal will also call for the expulsion of the Assad regime’s ambassador to the United Nations as the Assad regime lost legitimacy to rule or represent the Syrian people and the Syrian state after it violated the principles of the UN Charter. The regime also proved to be a rogue regime refusing to abide all international resolutions, including the UN Security Council resolutions. The proposal will call for this to start by denying the regime its UN membership rights in accordance with articles 5 and 6 of the United Nations Charter.

The proposal will make it clear that Russia has disrupted all international, Arab, and regional efforts aimed at reaching a political solution that meets the legitimate aspirations of the Syrian people since the very beginning of the Syrian revolution against the Assad regime back in 2011.

Since September 30, 2015, the date of its direct military intervention in Syria, Russia has effectively become an occupying power through the expansion of its military presence in Syria, the Coalition’s proposal added. Russia continues with its military buildup through the ramping up of its forces and the expansion of its naval and air bases in Syria, thus becoming a direct partner to the Assad regime in killing the Syrian people using internationally banned weapons.

The Coalition’s proposal will say that Russia has provided a political cover for the Assad regime and blocked all international efforts to put an end to the tragedy unfolding in Syria. Russia blocked all UN Security Council resolutions condemning the Assad regime through the use of its veto in the UN Security Council five times in support of the Assad regime between 2011 and 2016.
