Syrian Health Authority

About the Syrian Health Authority:

The Syrian Health Authority was formed by agreement from the National Coalition for Syrian Revolutionary and Opposition Forces based on a published book by the President of the Coalition. The goal is to organize medical relief work inside and outside Syria. This is a result of acknowledgement by Syrian revolutionary and opposition forces that there needs to be more specialized work, the sensitivity of the health file and its implications on the developing humanitarian situation inside Syria.

The Syrian Health Authority commissioned itself to create suitable groundwork for the health organizations’ activities and to create a suitable work environment for medical work where experiences can be exchanged, joint planning can occur for the overall benefit of Syrian professionals who have sacrificed and continue to sacrifice for freedom, dignity, and prosperity.

The Syrian Health Authority has considered harnessing existing capacities and co-ordinating among existing entities. This is being done in the framework of a national initiative “towards a leading national health institution.”

The Syrian Health Authority is now based on its national legitimacy and through its reliance on purely national competencies it expects the full requested support from the Coalition. This will have a great impact on achieving the Authorities goal of providing health security for the people of our dear country.

Importance of the Syrian Health Authority:

The importance of the Syrian Health Authority is characterized by being a specialized institution that covers one of the most important themes in support of the Syrian revolution and one of the main pillars of the Free Syrian renaissance.

The creation of the Syrian Health Authority from the only legitimate Syrian revolutionary body makes it a highly credible organization.

The health file of any developing country in a state of war or peace must be given special importance making it impossible for any ordinary person or group to take on such a responsibility. It can not be a specialized group that is unaware of the realities. The group must be aware of the severity of the crimes and the oppression that the Syrian people are suffering due to the relentless pursuit of the regime. They have to be aware that since the first days of crackdown on medical workers, and the destruction of medical facilities or any medical activity that served the Syrian people, it is clear that our medical activity is the mainstay of the peaceful revolution and it is synonymous with our revolutionary movement.

We hope that the Coalition of Syrian Revolutionary and Opposition Forces understand this matter since they are the main advocates for establishing the Syrian Health Authority and should continue to push for support of this organization and to ensure its success from all paths possible.

Vision and Goals

The vision of the Syrian Health Authority is:

To secure health services and facilitate the ease of health services for Syrians, since it is considered to be a human right represented by the saying of Allah The Most High “Whoever brings life to it, it is as if they brought life to all people.”

Administrating and managing the medical, relief, therapeutic, and supervisory organization for the optimal use of available resources to offer medical services that cover therapeutic and emergency services inside and outside Syria, while coordinating with organizations involved on both sides.

Activities of the Health Authority:

The activities of the Health Authority can be divided into the following categories:

  • Medial relief
  • Medical care – treatment – preventative
  • Planning for the future of health services after the fall of the regime.

This will be accomplished by:

  • Participating in population studies in Syria, assessing the reality and needs in Syria.
  • Working to provide safe and effective medications, and to organize and strengthen the local pharmaceutical industries.
  • The prevention of epidemics, environmental or communicable diseases, and to develop plans to combat them.
  • Focusing on mental and emotional health.
  • Focusing and promoting concepts about preventative health.
  • The strengthening and development of endogenous Syrian capacities for supporting medical efforts in times of peace and war.
  • Equality in providing medical services to all classes.
  • Attention to training and health education, human resources development, and the exchange of experiences with other countries and medical institutions.
  • The continuous development of medical structures and staff.
  • Conducting studies and research that contribute to raising the level of medical work and health security.
  • Development of standards to ensure the quality of health services and increase their availability
  • Organizing medical work inside Syria, through the development of clear mechanisms of action for organizations and individuals in this sector including monitoring and evaluation.
  • Closing on agreements with international and Arab nations and following up on them.
  • Participate in the development and revision of laws related to health services.
  • Develop health strategies and coordinate work between different institutions.
  • Support existing hospitals with medical supplies and staff including doctors, nurses, paramedics, and pharmacists and in turn determine the needs of the staff, informing people in search of work whether inside or outside in order to best serve both parties.
  • Work on the establishment of new projects according to clear studies, so as to ensure the best investment of resources, commensurate with the basic needs of the general Syrian health file.
  • Management of financing medical projects through coordination with supporting parties inside the Coalition (Assistance Coordination Unit) and outside the Coalition from charitable organizations or medical organizations or countries that support medical efforts.
  • Procurement and delivery of medical supplies in the form of medicine and equipment specifically for field hospitals near the borders and in liberated areas so as to ensure the best quality and price of supplies.
  • Support the management of management of medical activities in the 14 local councils of the Coalition. Supervising them in terms of developing the level and efficiency of management, and providing needed supplies after a needs study and review of the project proposals sent to the Coalition for funding. This goes for local council hospitals, as well as hospitals on the inside (taking into account the strict confidentiality of the hospitals inside, so that they are not exposed to danger from the regime’s war machine)
  • Manage the Authority’s financial affairs including financial accounts to support hospitals and various medical projects.
  • Managing computer systems including the development and management of a database of information on injured and sick people.
  • Preparing the ground for a transition from charity work to state institutional work.
  • Developing national mechanisms for coordinating intetnational affairs which ensure the achievement of the medical work and protect the independence and nationalistic nature of the work.
  • Representing the medical field of the Syrian Arab Republic in conferences, councils, institutions, and meetings with the Arab and international community.
  • Work on finding solutions to the health challenges in Syria.
  • Work on finding treatments for the disabled persons in Syria.

Structure of the Health Authority:

This is the initial structure that has been developed for the Health Authority used to secure funding to increase the numbers of workers and to secure means necessary for the jobs.

The Health Authority Office in Gaziantep:

Health Authority Offices inside Syria:

The Health Authority is looking to expand its staff and to form many new offices, committees and departments according to the needs of the medical file in Syria that would report directly to the Office of the President of the Authority, such as:

  • An advisory body including all organizations which operate inside Syria.
  • Department of rehabilitation and training.
  • Department of hospital administration.
  • Department of statistics and information.
  • Department of planning and internal cooperation.
  • Office of organizations and civil society.
  • Department of disabled affairs.
  • Department of environmental and infectious diseases.
